Are our Governments and Drug Cartels the same entities?

Other than Governments, who has the power to run the world’s drugs cartels, and have it’s kingpins to never get caught?

I can think of no one capable of such a feat, other than our own governments.

Don't use the word "never" when you mean "seldom". Though drug kingpins are routinely taken down when the government finds it helpful to them to display toughness on crime.

Uummm... not so much. Let's take the Sinaloa cartel (the largest and most powerful drug cartel in the world). Started in the late 60s by Pedro Aviles Perez, who was gunned down by the federal police in 1978. Felix Gallardo took over in 1978 and was arrested in 1989. He ran things from prison until 1990 when he was sent to a super max prison. It was then co-headed by Hector Luis Palma (arrested 1995) and Joaquin 'El Chapo' Guzman (arrested 1993, escaped 2001). While they were both arrested operations were transferred to Ismail Zambada. After 2001 power was divided between Zambada, Guzman, Javier Torres and Ignacio Coronel. Torres was arrested and extradited to the US in 2006, Coronel was gunned down by the Mexican military in 2010. El Chapo was arrested again in 2014, escaped in 2015, arrested in 2016. Zambada continues as leader and is the only leader not killed or arrested. 6 of 7 or 86% is a long way from "never".

A couple of things. First, drug kingpins commonly get arrested or killed (contrary to your assertion above). You are correct though, that another one just steps up into that role and the drugs just keep on flowing. However that is neither the cartel's nor the government's doing. As long as there is demand, there will be a supply, so if you want to lament the drug trade we should be talking about users, not suppliers nor regulators.

The governments do some arresting, usually the colored side, but the top layers don't get caught, year after year.

If you want to believe our law enforcement is that incompetent, ok, but I do not think our masters are.

Cunning, as compared to the general public, would be a good descriptor.

A question I'll throw back at you is, who has the power to run governments? I'll assume you have heard of lobbying government before. Who lobbies the government that may have links to cartels or directly benefit from drug use?

Your best bet would be to follow the money and if nothing shows up, then is it possible that these cartels are just too powerful. A recent example would when the Mexican government stood down against one of the cartels. The police had arrested a cartel family member and had to release them because the cartel troops took to the streets to cause mayhem.

A question I'll throw back at you is, who has the power to run governments? I'll assume you have heard of lobbying government before. Who lobbies the government that may have links to cartels or directly benefit from drug use?

Your best bet would be to follow the money and if nothing shows up, then is it possible that these cartels are just too powerful. A recent example would when the Mexican government stood down against one of the cartels. The police had arrested a cartel family member and had to release them because the cartel troops took to the streets to cause mayhem.

In short, IMO, all governments are owned and run by their oligarch owners.

Money has always ruled us, as it is the security that we all crave instinctively.

We follow the money in more than one way.

Do they both (Drug Cartels & Governments) feed on our addictions? It seems so, at least in the US, yes! Drugs, nothing to explain; governments (seem to) make money (indirectly) from mass consumerism which is just another form of addiction, in this case to products/goods, aided by advertizing gimmicks that, truth be told, is mind manipulation.
