No (if by "predict" you mean: "accurately predict") for individuals. It can be used to predict things for large groups.

Well, for example if you have a BRCA1 mutation you have an 80% chance of getting breast cancer. This does not tell an individual if they are going to get cancer or not. OTOH if I have a group of 1000 people with the mutation I can tell them 800 will get cancer.
