The poor are being encouraged by the rich and powerful to come to the west in droves through an open border policy. The new migrants then gravitate to poor neighbourhoods. The politicians pushing the mass migration gain brownie points for being "compassionate" as they watch demand for property rise, which pushes up prices, which in turn boosts their property portfolios. Meanwhile, the increased demand increases homelessness and financial stress on the poor, including many migrants who think they are going to find a better life.

The most appropriate term would be Ponzi Scheme.
