A government that spends 100x what it would cost to fix an alleged social problem without even actually fixing it, or probably making it even worse, (see: War on Drugs, War on Poverty, Alcohol Prohibition) is not "corrupt". It is a government that is doing exactly what government was and is designed to do, meant to do, and supposed to do. It is doing exactly what government was invented to do: Violently steal from the productive masses to make the powers that be (i.e. the already rich and powerful) even more powerful.
Government corruption is an illusion. Governments don't get corrupt. It would be wonderful if they did. The pipe dream that is a benevolent-dictator-style government would be a very corrupt government, which would be great, but such a thing is unfortunately absurd.
A big government that isn't terribly harmful to the people in order to benefit the powers that be (i.e. the already rich and powerful) would be a corrupt government, but, unfortunately, such a thing is absurd and impossible.
So-called "government waste" is a feature of government and government spending, not a bug.
What looks like 'waste' from the perspective of the taxpayers and victims of big government is profit to the wealthy power that be who receive the ever-increasing massive seemingly wasteful spending. To the powers that be it's not waste; it's profit. And they want as much of it is possible.
If you say, "it seems as if government officials are doing their best to make government as inefficient and so-called wasteful as possible," then you've missed the point, and your history teacher didn't teach well. It's not merely 'as if'. That's exactly what's happening.
The last thing a mafia-style protection racket wants is for you to be safe. They will go out of their way to to make sure you are not safe.
To the average Israeli citizen or Palestinian citizen, Netanyahu sneaking tons of cash to Hamas might seem wasteful and counter-productive, but that's because they are looking at it in terms of what benefits them, not the powers that be. From the perspective of Netanyahu and the other rich powerful powers that be it makes perfect sense.
Endless war is the goal.
Do you know how dumb it would be for the powers that be to end the expensive war on drugs. They don't want to win the wars.
The will go out of their way to make the problems they are allegedly fighting remain and be even worse, while they continue to spend 100x more than it would take to actually fix it.
If you want to spend 100x as much as it would take to fix a problem to have the problem get worse and never get fixed, hire government to fix it.
If you want to spend 100x as much as it would take to help some poor person in need without actually helping the person but making thing worse for them, hire a government to help that poor person.
Much like any mafia-style protection racket, the purpose is to benefit the few rich powerful people collecting the money via violent robbery, not the many from whom it is forcibly collected via violent robbery.
Governments are not supposed to help the poor. Governments are not supposed to help productive working families. Governments are meant to violently steal from the poor and working people to make the rich richer. Their purpose is and always has been the same since the very first governments were created and the very first kings issued the first taxes, and that purpose is to keep power and money centralized in the hands of the already powerful and to centralize and de-localize it even further.
Let us just laugh and laugh when people claim the purpose of government is to help people or do things the greater good.
"King Henry VIII is taxing us and cutting off his wife's head for our sake. Government exists to help us and serve the greater good."

The government presided and figureheaded by King Henry VIII and his administration was totally uncorrupt and doing exactly what government was and is meant to do when it violently robbed (a.k.a. taxed) the English working class and legally murdered his wives and other peaceful people.
