Our lecturer told us philosophy is what we are, i didn't understand why he said so

We could guess, or make fun of this, as Sculptor1 just did. But it could be that your lecturer was pointing out that philosophy is 'serious and considered thought', a skill practised by many/most humans. Thus, those who indulge in such thought are typically human; it's what we are? Maybe that's what he meant?

Is Philosophy an Art Form?

It is a particular focus; one might come to realize that all man-made creations are art forms; for all of creation is biological interpretation and projection. Biology brings meaning to an otherwise meaningless world. We have chosen to draw a circle around a particular focus and deem this the art world, but the focus is a biological activity, and the measure and meaning of all things is biology.
