This creates a problem. Well, a lot of problems.
Something exists. something changes. There are no entities that do not change. that we have noticed.
The change is distinguishable and understandable. In many cases the change is predictable.
Does the change exist?
In a block universe, change does not exist. The block universe does not change.
But different locations within that universe are different from each other.
If "change" is different locations in the B-U, one should justify why "something" notices different locations in that scenario, what is that something, why some locations and not others, why locations change at a certain rate, why certain locations are not accessible, and etc x 1000.

In any case, I certainly wouldn't say that 'change'
is 'different locations in the Block Universe'.
Granted, the illusion of change could be connected to, correlated to, and/or in part emergent from patterns of differences between different slices of the unchanging block universe.
But that then gets into the concept of conscious present(s) and conscious presence(s), which (in analogy) may be to the unchanging block universe as a certain TV screen's images are to an unchanging DVD, especially if multiple TVs can be hooked up to the same single unchanging DVD with each screen playing a different scene from that DVD. Objectively, no specific scene is 'now'. And, as Einstein showed, which events appear at the same time on any given screen are different, and which order the scenes play in on each TV is different. On one TV's version of the movie, two characters appear at the same time on the screen, but on another's they never appear the same time on the screen. On one TV's screen event A happens before B and then C happens last, but on another person's screen event B happens before A and then C happens last.
This topic is not about such things. In other words, this topic is not about conscious presents and conscious presences. This topic is only about
unconscious presents and
unconscious presences. This topic merely asserts that no true unconscious present exists. Objectively, there is no slice or chunk of the block universe that is objectively the present slice or chunk versus not the present slice/chunk (i.e. now versus not-now and/or here versus not-here).
Presence(s) (i.e. nowness and hereness) may emerge from consciousness(es), but that is outside the scope of this topic. And talking about it gets quite mystical. Granted, the reality of the mystical is the one thing we know with most certainty. It's only the cold hard physics and the science and the empirical that is doubtable.
