Started in the late 60s by Pedro Aviles Perez, who was gunned down by the federal police in 1978. Felix Gallardo took over in 1978 and was arrested in 1989. He ran things from prison until 1990 when he was sent to a super max prison. It was then co-headed by Hector Luis Palma (arrested 1995) and Joaquin 'El Chapo' Guzman (arrested 1993, escaped 2001). While they were both arrested operations were transferred to Ismail Zambada. After 2001 power was divided between Zambada, Guzman, Javier Torres and Ignacio Coronel. Torres was arrested and extradited to the US in 2006, Coronel was gunned down by the Mexican military in 2010. El Chapo was arrested again in 2014, escaped in 2015, arrested in 2016. The black market has been running non-stop for 100 years +, while governments have lied to the people as to who is running it.
It is worth more than I can count. What comes after trillions?
Not to mention the harm to the millions, if not billions of people of color and the lower echelons of society that have been targeted by the rich we elect.

Your best bet would be to follow the money and if nothing shows up, then is it possible that these cartels are just too powerful. A recent example would when the Mexican government stood down against one of the cartels. The police had arrested a cartel family member and had to release them because the cartel troops took to the streets to cause mayhem.
